National guidelines for the implementation of the Europass Digital Credentials system

"Within the Erasmus+ project Career Guidance, Europass & Qualifications Development (CGEQD), activities are underway to develop national guidelines for the implementation of the Europass Digital Credentials system. The objective of these activities is to establish a clear, transparent and coordinated framework for the issuance, exchange and verification of digital credentials at the national level.
The development of these guidelines aims to define standardised procedures and technical recommendations that will support the reliable issuance of digital certificates related to qualifications, learning outcomes and other educational achievements. Particular attention is given to ensuring alignment with European standards for interoperability, data security and cross-border recognition of qualifications, enabling easier exchange and verification of digital documents across the European education area.
The process of developing the guidelines includes an analysis of the existing legislative and institutional framework in Montenegro, identification of necessary regulatory and organisational solutions, and the definition of operational procedures and technical recommendations for system implementation in line with the Europass digital infrastructure.
These activities are carried out with the support of the Ministry of Education, Science and Innovation, a European expert engaged within the project, and a national working group bringing together representatives of key institutions in the fields of education, qualifications and public administration. This process lays the foundation for the future implementation of the Europass Digital Credentials system and contributes to strengthening the transparency of qualifications in Montenegro.
