As of 2 January 2022, the rules for entering Montenegro will be tightened.

Montenegrin citizens and foreigners can enter Montenegro across all border crossings with one of the proofs from COVID certificate:

1. Completely vaccinated with the prescribed number of dosages against the novel coronavirus prior to entering Montenegro, issued by a registered health care institution and not older than six months since having the last dose.

or

2. Proof of recovery from COVID-19 (positive PCR or a rapid antigen test on the novel coronavirus that is older than 10 days, and not older than 180 days since the date of issuing the test's result).

In both cases, the person must possess either a negative PCR test not older than 72 hours or a rapid antigen test not older than 48 hours. This means that it is no longer possible to enter Montenegro with a negative test only.

Montenegrin citizens and foreigners with temporary residence can enter the country without these proofs, but will be imposed the measure of self-isolation in the duration of 10 days. These persons can have their self-isolation terminated after three days of self-isolation, with a negative PCR test.
