Representatives of the Ministry took part in meetings with European Basic Skills Network

Within the DEV-CLEinMNE project, representatives of the Ministry of Education, Science and Innovation took part in a series of working meetings with the European Basic Skills Network (EBSN), held in Budapest, Hungary, on 11 December 2025. The meetings provided an important opportunity to exchange knowledge, experiences and examples of good practice related to adult education, with a particular focus on the development of basic skills, inclusion and lifelong learning policies at European level.
Discussions focused on contemporary approaches to adult education systems, including innovative learning environments, support mechanisms for learners with low basic skills and strategies aimed at increasing participation in adult learning. Special attention was given to the role of European cooperation and networks such as EBSN in strengthening national capacities, improving policy alignment and facilitating peer learning among countries.
The meetings also addressed broader policy frameworks and practical models that contribute to improving the quality, accessibility and relevance of adult education programmes. Topics included the integration of basic skills development into national strategies, links between education and employability, and the importance of inclusive learning pathways that respond to the needs of diverse adult learners.
Participation in these meetings supported the objectives of the DEV-CLEinMNE project by reinforcing Montenegro’s engagement with European partners, enhancing understanding of innovative policy approaches and laying the groundwork for potential future cooperation with EBSN. The insights gained will contribute to the further development of adult learning policies and practices in Montenegro, particularly in relation to basic skills, social inclusion and sustainable lifelong learning systems. This project is funded by the European Union.
