Press release from 38th Cabinet session

The Montenegrin Cabinet, at its 38th session held on 9 September 2021, chaired by Prime Minister Zdravko Krivokapić, adopted a Decision on the allocation of the right to commercial use of non-timber forest products in forests and on state-owned forest land for 2021.

The Plan for granting water concessions for 2021 was adopted. The plan enables the introduction of the procedure for granting water concessions, as a form of encouraging private investment in performing economic activities of public interest in order to achieve optimal valorisation of natural resources.

The Cabinet adopted the Programme for the use of funds for water management for 2021. The programme determines the scope, distribution and amount of funds. The planned funds amount to 200,000 euros. The programme includes basic activities in the field of water management, water protection and more efficient use of water. In the field of protection against the harmful effects of water, funds are planned for the regulation of watercourses and protection against the harmful effects of water, which include works and measures on flood protection, river erosion protection, water, wind and torrent erosion protection and drainage and elimination of the consequences, as well as for performing emergency intervention works.

The Information on the conclusion of Annex no. 3 of the contract on the provision of consulting services to support the implementation of the "Energy Efficiency in Public Buildings Programme - Phase II" and the conclusion of Annex no. 2 of the contract on the reconstruction of the public preschool institution "Naša radost", Herceg Novi, which is being implemented within the second phase of the "Energy Efficiency in Public Buildings Programme”. At the proposal of the Ministry of Capital Investments, the Cabinet assessed the request of the contractor to extend the deadline until 30 September 2021 as justified and accepted the proposed Annex to the contract.

The Cabinet adopted the Proposal for repealing the Conclusion of the Government of Montenegro No. 04-1686/2 of 8 April 2021. By adopting the mentioned conclusion, the Cabinet adopted the Decision on amendments to the Decision on the formation of the Council for monitoring the implementation of the Judicial Reform Strategy 2019-2022. Considering that after the adoption of the Conclusion, there were personnel changes in the Ministry of Justice, Human and Minority Rights, the State Prosecutor's Office, the Supreme Court of Montenegro and the Association of State Prosecutors of Montenegro, and that the Decision on changes was not published in the Official Gazette of Montenegro, it is justified to postpone its adoption until new officials are appointed.

The Information on the conclusion of the Memorandum of Understanding between the Diplomatic Academy of the Ministry of Foreign Affairs of Montenegro and the Diplomatic Institute of the Ministry of Foreign Affairs of the Republic of Bulgaria was adopted and the text of the Memorandum was accepted. In order to further improve relations and cooperation between Montenegro and the Republic of Bulgaria, the Memorandum stipulates that cooperation in the field of diplomatic training is based on the principles of reciprocity and mutual benefits.

The Cabinet gave its consent for allocating funds for the procurement of PCR tests and consumables for the needs of the Institute of Public Health, in the amount of € 773,490.40 in accordance with the specification of the Health Insurance Fund.
