The Government of Montenegro has received financing in the total amount of USD 15,000,000.00 (equivalent) from the World Bank, toward the costs of the “Western Balkans Trade and Transport Facilitation Phase 2” (TTFP) project and intends to apply part of the proceeds of this loan towards payment for Consulting services under the Contract for Individual Consultant: Technical expert for preparation of bylaws on Technical rules (technical standards for ships flying Montenegro flag).

The Program Development Objective for the MPA is to reduce trade costs and increase transport efficiency in the Western Balkans- Six Countries. Montenegro, with one of the two gateway ports to the Western Balkans, holds a critical position for the landlocked countries of the region as well as along the TEN-T corridor and linkages to the broader European region. Given its advanced progress, towards EU membership and developed road transport infrastructure, Montenegro stands to gain significantly from efficiency gains provided by the TTFP in the country and in neighboring countries through increased road and rail connectivity and enhanced trade integration.

The Ministry of Transport (MoT) (the Client) seeks the technical assistance of an individual expert who will be responsible to prepare the Technical rules (technical standards for ships flying Montenegro flag) aligned with relevant international conventions (e.g., SOLAS, MARPOL, STCW, Load Line, OPRC), Montenegrin legislation and EU legislation in the field of navigation safety within Chapter 14, ensuring clear technical requirements, inspection modalities, documentation, and enforcement procedures for vessels under the Montenegrin flag, for the Ministry of Maritime Affairs (MoMA) who is the Beneficiary of the project. The Technical Rules shall take into account the relevant EMSA findings and the recommendations that have been issued to Montenegro. The expert should draft the provisions of Technical rules (technical standards for ships flying Montenegro flag, to record comments and suggestions provided by the Beneficiary and the Client and obtained through consultations with key stakeholders and to prepare the final versions of the Technical Rules, in line with the Legal and Technical Rules for Drafting Legislation in Montenegro, ready for adoption and to ensure that the draft and final versions of the Technical Rules address relevant EMSA recommendations and include an alignment table demonstrating how each recommendation has been incorporated. The expert should also conduct targeted working sessions and consultations with MoMA and MoT/PIU and key stakeholders, support legislative processing steps with the Secretariat for Legislation as needed, prepare concise guidance notes, manuals or standard operating procedures for Flag State inspectors and desk officers and deliver training materials and presentation and conduct one presentation of findings and focused training workshop for relevant stakeholders.

Technical expert for preparation of By-law on Technical rules (technical standards for ships flying Montenegro flag) (Consultant) will work in close cooperation with the Ministry of Maritime Affairs and MoT/PIU.

The ‘’MoT’’ through the Technical Service Unit, now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that have required qualifications and relevant experience to perform the Services. Individual consultants may be offered through the firms or other organizations, but the only qualifications of the individual consultant will be the basis of selection. Contract will be signed with proposed individuals. Successful management of the project requires a dynamic person, with excellent communication skills, who is ready to work in a team and contribute to a positive team spirit.

The Consultant selected for this position is expected to possess the following qualifications, relevant experience, and key interpersonal skills:

Qualification (mandatory) criteria:

  • University degree (minimum Master’s degree) in the field of Maritime Shipbuilding, Maritime Safety/Maritime Transport studies, Maritime/Transport Law or other relevant field;
  • Minimum 10 years of general professional experience in Maritime shipbuilding, maritime transport/maritime safety/maritime operations;
  • Proven experience in at least two (2) comparable assignments in the past 10 years where the Consultant served as lead author or principal contributor in drafting of maritime sector bylaws/technical regulations or standards, preparing or co-authoring normative acts, technical rulebooks or guidelines for maritime authorities, maritime transport strategies or studies;
  • Strong research and analytical skills;
  • Excellent written and spoken English and Montenegrin language;
  • Computer literacy and ability to use Word, Excel, Power Point is required;
  • Working experience with governmental and/or local self-governments and/or public bodies dealing with transport is desirable.

The evaluation criteria will be the following:

  1. General Qualifications, including education, trainings and qualifications (40 points).
  2. Specific experience relevant to the assignment (60 points).

*Additionally, ‘’MoT’’ may decide to conduct an interview with shortlisted candidates in order to additionally verify required qualifications of candidates.

The “Technical expert for preparation of By-law on Technical rules (technical standards for ships flying Montenegro flag)” shall be engaged on a Part-Time basis (working days, from Monday to Friday) under the Lump-Sum contract. The consultancy is expected to start no later than in January 2026, for the period of 3 months.

The attention of interested Consultants is drawn to Section III, paragraphs: 3.13 - 3.16 of the World Bank’s “Procurement Regulations for IPF Borrowers” sixth edition - issued in February 2025 setting forth the World Bank’s policy on conflict of interest. Consultant will be selected in accordance with the Individual Consultant method (ICS) set out in the above-mentioned Procurement Regulations.
