The 12th Cabinet session – 18 July 2022

The Montenegrin Cabinet, at the 12th session held today, chaired by Prime Minister Dritan Abazović, adopted the draft laws on the ratification of the Protocols to the North Atlantic Treaty on the Accession of the Kingdom of Sweden and the Republic of Finland, which will be submitted to the Parliament of Montenegro for adoption under urgent procedure.

The Draft Law on Amendments to the Law on Spatial Planning and Construction of Structures was adopted.

The Cabinet adopted the Decision on the formation of the Coordinating Body for tracking stock of essential commodities. The task of the Coordinating Body is to track stock of essential commodities (wheat, flour, corn, oil, sugar, salt, oil derivatives, medicines and medical devices, non-carbonated bottled water, etc.), as well as disturbances in the market and propose to the Government the measures foreseen in the Intervention Procurement Plan for 2022.

The Final Report on the Implementation of the Action Plan for the Implementation of the Alternative Dispute Resolution Development Programme 2019-2021 was adopted.

The Cabinet adopted the Information on the appointment of arbitrators to the panel of the International Centre for Settlement of Investment Disputes (ICSID). ICSID is the world’s leading institution devoted to international investment dispute settlement. ICSID is an independent, depoliticized and effective dispute-settlement institution. Its availability to investors and States helps to promote international investment by providing confidence in the dispute resolution process. It is also available for state-state disputes under investment treaties and free trade agreements, and as an administrative registry. Hence, the Ministry of Finance is responsible for informing the ICSID Secretariat on behalf of the Government that Maja Kostić Mandić, Jorge E. Viñuales, Ema Vidak Gojković, and Aleksandar Đurišić have been appointed to the panel of arbitrators on behalf of Montenegro.

The conclusion of 17 February 2022, number 04-447/2, from the session held on 10 February 2022, has been repealed. It was stated that the economic justification for contributing EUR 3,200,000.00 to the NATO Innovation Fund is lacking at the moment, and that the option of joining the Fund in the future can be considered due to positive developments in the domestic IT ecosystem.

The Report on the Implementation of the Cultural Tourism Development Programme of Montenegro (2019-2021) for 2020 and 2021 and the interim Action Plan for 2022 for the implementation of the Cultural Tourism Development Programme were adopted.

The Cabinet adopted the Report on the Implementation of the Rural Tourism Development Programme of Montenegro (2019-2021) for 2020 and 2021 and the interim Action Plan for 2022 for the implementation of the Rural Tourism Development Programme.
