The 3rd Cabinet session – 12 May 2022

Having in mind the new organisation of state administration, and respecting the need to create conditions for efficient and effective work in ministries, the Montenegrin Cabinet at today's session chaired by Prime Minister Dritan Abazović adopted the Decision defining which ministries may have state secretaries. In accordance with the Law on Public Administration, which stipulates that ministries may have a maximum of two state secretaries each, this Decision opens the possibility that 6 ministries may have one state secretary each, while 12 ministries may have two state secretaries each appointed by the Cabinet, at the proposal of the Minister.

In order to achieve full alignment with the EU's Common Foreign and Security Policy, the Cabinet adopted a Decision on imposing international restrictive measures determined by Council of the European Union Decisions 2014/119/CFSP of 5 March 2014, 2015/143/CFSP of 29 January 2015, 2015/364/CFSP of 5 March 2015, 2015/876/CFSP of 5 June 2015 and 2015/1781/ CFSP of 5 October 2015 and 2016/318/CFSP of 4 March 2016 and 2017/381/CFSP of 3 March 2017 and 2018/333/CFSP of 5 March 2018 and 2019/354/CFSP of 4 March 2019 and 2020/373/CFSP of 5 March 2020 and 2021/394/CFSP of 4 March 2021 on the situation in Ukraine. The decision is in line with the changes in the restrictive measures adopted by the Council of the European Union on 3 March 2022.

The Cabinet adopted the Decision on amendments to the Decision on the formation of the Council for reviewing the epidemiological situation due to outbreak of infectious disease COVID-19 and its impact on the economic situation in Montenegro. The President of the Council is Prime Minister Dritan Abazović. The reason for changes to the Decision are changes in the organisation and manner of work of the state administration.

The Information on the activities on the implementation of the project of connecting the electric power systems of Montenegro and Italy by submarine cable was adopted. The information contains an overview of previous activities on the implementation of this project, which is placed at the top of the list of priority infrastructure projects in Montenegro, with special focus on the remaining obligations of state institutions and some outstanding issues.

The Cabinet adopted the Information on the preparation of the Montenegrin presidency of the South East European Cooperation Process (SEECP) in the period July 2022 - June 2023. The Information states that Montenegro will chair this Initiative in the period from July 2022 to June 2023, which will be an opportunity for further promotion of Montenegro as an advocate and important actor in strengthening regional relations and cooperation and progress on the European path, by focusing on topics important for our and European agenda of the Western Balkans and close cooperation with SEECP participants -  which are members of the EU, which will additionally confirm our commitment to improving good neighbourly relations and regional cooperation, which in the latest Progress Report of the European Commission were described as "an essential part of Montenegro's European integration process." The priorities of our SEECP presidency are: strengthening security cooperation, protecting human rights, rule of law and strengthening democratic institutions, promoting economic cooperation and infrastructural connectivity, green transition, further mitigating and overcoming the health, economic and other consequences of the COVID-19 pandemic and European integration.

The Information on the change of the composition of the Monitoring Committee of the Integrated Cooperation Programme of Montenegro and the United Nations for the period 2017-2021 was adopted. 

The Cabinet adopted the Decree on Amendments to the Decree on the organisation and manner of work of the state administration.
