Minister Zenka: Law is necessary for overall social and cultural emancipation of Montenegro

Podgorica, Montenegro (27 January 2020) -- The Government will not place itself between Montenegrin and the Serbian Orthodox Church, nor will regulate their mutual relations, after the issue of church property in Montenegro, regulated by the Law on Freedom of Religion or Belief and the Legal Status of Religious Communities, has been resolved, Minister of Human and Minority Rights Mehmed Zenka highlighted in an interview with Pobjeda and noted that anyone who is dissatisfied, should seek justice in court.

-The atmosphere was created, as if the Government, or the state was depriving someone of something and giving something to someone, through this Law. It is not like that. Dissatisfied parties may approach the institutions on legal path, in order to exercise their right. The state will not forcibly enter any facility. After all, the state will follow the procedure for reaching justice, everything is prescribed by law.

-When I came to the head of the Ministry, my first request was to withdraw the Draft of this Law from the Venice Commission and to work on it. We have re-established our contacts with religious communities. In relation to others, discussions with the SPC started a little later. We went through each article in detail and only at the meetings with the SPC, it turned out that there would be no positive outcome with them. We continued because this Law is necessary for the overall social and cultural emancipation of Montenegro, but also because the law in force at the time, was obsolete long time ago.

-The Government will not bow down to any pressure. The Government stated, it was ready for dialogue and the Prime Minister called on the Metropolitanate of Montenegro and Littoral and Metropolitan Amfilohije. Everything is fine, as long as prayers and processions flow peacefully. It is their absolute right to strengthen the negotiating position in this way, but it will have absolutely no effect on changing the Government's decisions.
