Brussels – Petar Marković is a long-standing expert of European policies

The mission of the Ministry of Foreign Affairs is for Montenegro to be represented, not only by career diplomats, but also by individuals who achieved successful professional results in a certain area. One such example is the new Head of the Mission of Montenegro to the European Union Petar Marković.

Marković is a visiting professor in Brussels and a long-standing expert of European policies, whose knowledge is based on academic education, continuous educational improvement, as well as working experience in eminent educational non-government institutions.

Petar Marković graduated in the field of international relations on the Faculty of Political science of the Belgrade University, he finished his Master’s degree in European Law on the Faculty of Law of the Belgrade University in English, on the topic of “European service for foreign affairs: Shaping post-national diplomatic system”.

As a scholarship holder of the Erasmus Mundus program of a dual doctorate of the European Commission, he attended PhD studies of the Free University of Brussels and LUISS University in Rome. Additionally, with Wiener-Anspach Belgian-British scholarship, he finished the fourth year of PhD studies at the Oxford University, actively participating in the Center for European Studies and South East Europe. He defended his PhD thesis “Democratic deficit of the European Union and transnational democratic political culture” in 2019 In Brussels and Rome.

Until July of this year, Petar Marković was engaged in Florence in the School of Transnational Governance of the European University Institute (EUI), which is the most significant postgraduate institute in the area of European studies.

As a winner of the prestigious Policy Leader Fellowship scholarship of the global program which provides a unique opportunity to young professionals from around the world to additionally develop their approach to public policies, professional skills and leadership potential, he worked for six months on a project regarding concept innovation and legal framework of the EU citizenship.

Previously in 2020 and 2021 he was a Coordinator for training of EU citizen rights in European Citizen Action Service in Brussels, and from 2018 To 2020 he was the Director of ECIT Foundation, also in Brussels.

His work is recognized by the European Commission which invited him to attend TT27 Leadership Academy of the EC as one of 27 successful leaders of think-tanks in the EU, where he discussed the future of Europe with highest European officials.

As a representative of the academic community (UDG), Marković was a member of the Working Group for Chapter 31 regarding foreign, security and defense policy of the Montenegro – EU accession negotiations.

He was also engaged in the Center for European Integration of the Open School in Belgrade where he was in charge of projects regarding Serbian public administration training in the area of European integration.

Petar Marković is a visiting professor at the School of Governance of the Free University in Brussels, where in English, he lectured these subjects: Political system of the EU, EU approach to democratization and human rights (including enlargement policy) and History of the Cold War.

Before taking ambassador’s office, Marković was engaged at the francophone Free University in Brussels where he acquired his PhD. Before taking his PhD studies, from 2012 To 2014 Marković was the Assistant professor on Humanistic studies of the University of Donja Gorica on these subjects: Modern Political Ideologies, Modern Political Theories, Political Culture, Theory of International Relations and Ethics.

He is one of the organizers and regular speakers of the European Citizen Initiative (ECI Days) of the European Economic and Social Committee (EESC). Besides numerous lectures on European universities, he wrote about Montenegro and the EU for the London School of Economics and Political Sciences (LSE), Royal United Services Institute for Defence and Security (RUSI), Political Critique.

He finished numerous trainings from which we single out those regarding the area of international policy and EU businesses, strategic communications, digital diplomacy, transnational negotiation and transitional law. Besides his continuous educational improvements, Marković is also a great aficionado of music and he plays the piano.
