CGEQD - CAREER GUIDANCE / EUROPASS / QUALIFICATIONS DEVELOPMENT

In line with the strategic priorities of the European Union in the fields of education, employment, and digital transformation, the project represents a national response to the need for improving access to lifelong learning, career guidance, and understanding of qualifications through the development and implementation of European tools and standards.

The project integrates the activities of the national centres for Europass, Euroguidance, and the European Qualifications Framework (EQF), establishing synergy between guidance policies, digital qualifications, and transparency in education. Through coordinated action of these three centres, with the support of the University of Montenegro as the national host, the Project aims to provide functional and sustainable support to the lifelong learning system in Montenegro.

As a contribution to achieving the goals defined by the European Skills Agenda, the Action Plan of the European Pillar of Social Rights, and the EU Digital Education Plan, the focus of this project is placed on improving access to and use of European Digital Credentials for Learning (EDC), supporting the development of Career Services, as well as training practitioners and strengthening administrative capacities in the field of counselling and guidance.

Special attention will be directed towards higher education, as a priority area of educational policy in Montenegro. In this regard, the project will support activities related to the development of learning outcome-based qualifications in higher education (particularly EQF levels 6, 7, and 8), linking qualifications with digital tools, as well as promoting and using the Europass platform, especially among youth and students.

Within the project, the following will be developed:

•  National guidelines for the use of EDC,

• Standardized formats for issuing digital qualifications,

• Trainings for career counsellors and educational practitioners,

• Promotional campaigns for the use of EU tools,

• Internal mechanisms for evaluation and monitoring of the implementation of European recommendations.

Through the work of the CGEQD centre, Montenegro will directly contribute to the goals of the European Commission in the areas of learning mobility, mutual recognition of qualifications, and digital transparency. The project will simultaneously enable the strengthening of institutional capacities for implementing reforms and increase citizens’ access to information that is key to their educational and professional future.

The CGEQD national unit, in cooperation with partners from the educational, economic, and civil sectors, will contribute to the creation of an inclusive and efficient system of lifelong guidance and digital recognisability of qualifications. Active participation in relevant European networks will enable access to best practices and tools, thereby further strengthening the capacities for reform processes and European integration of Montenegro’s education system.
