Chosen doctor

The chosen team of doctors (family medicine specialist, medical doctor, paediatrician, general or emergency medicine specialist, internist or occupational medicine specialist) provides citizens with health care at the primary level, as follows:

- Chosen doctor - paediatrician;

- Chosen doctor - gynaecologist;

- Chosen doctor - dentist.

The chosen team or the chosen doctor provides health care in the outpatient clinic, within the Primary Health Care Centre.

- Insured persons up to 15 years of age chose their chosen doctor for children – paediatrician.

- Insured persons over 15 years of age choose their chosen doctor for adults.

- In addition to the chosen doctor for adults, or for children, a female insured person has the right to choose a chosen doctor for women – gynaecologist.

- Insured persons up to the age of 18 and the ones older than 65 have the right to health care with their chosen dentist.

Support to the chosen team or chosen doctor is provided by support centres (Diagnostic Centre, Prevention Centre, Home Visiting and Patient Transport Unit, Centre for Lung Diseases and Tuberculosis, Mental Health Centre, Centre for Children with Special Needs, Day Care Centre and primary level physical therapy units).

Duties of the chosen team or chosen doctor:

- To determine temporary incapacity for work;

- To prescribe therapy;

- To determine the need for treatment at the secondary and tertiary levels;

- To refer the insured to the secondary and tertiary level, after complete processing of the insured within the scope of services from their field of activity determined by a special regulation;

- To issue a travel order regarding the use of health care;

- To determine the need for home treatment, care and patient transportation;

- To prescribe medical aids for home treatment;

- To refer the insured to medical and disability commissions;

- To issue referrals for rehabilitation;

- To collect and keep medical documentation on the health condition, diseases and treatment of the insured, regardless of where the person was treated.

If necessary, the chosen doctor refers the insured person to a specialist doctor in an appropriate health institution at the secondary or tertiary level, for examination, treatment, diagnosis, giving the appropriate opinion and instructions for further treatment at the primary level.

The procedure and manner of exercising health care (issuing referrals, certificates on the need to travel, escorts during travel and hospital treatment, giving proposals for patient transport, etc.) are prescribed by the Rulebook on detailed conditions and manner of exercising certain rights under compulsory health insurance (“Official Gazette of Montenegro” No. 012/18) and access to health care. Our goal is to maintain and strengthen the health system that puts the patient first.

The list of chosen doctors is displayed in a visible place in the health institution and organizational units of the Fund. The selection of a doctor is done by filling in and signing the Statement on the selection-change of the chosen doctor.
