Coordination of inspection oversight and Police Directorate for the 2026 summer tourist season

At the initiative of the Chair of the Coordination Body for Harmonisation and Monitoring of Inspection Oversight and Minister in the Government of Montenegro, Milutin Butorović, a working meeting was held on 25 March 2026 at the premises of the Police Directorate with Director of the Police Directorate Lazar Šćepanović and his associate Dragan Gorović, Acting Assistant Director of the General Police Sector. The meeting focused on planning joint activities in the field of inspection oversight for the upcoming summer tourist season, with particular emphasis on the period of intensified activities from 1 July to 15 September.

The common objective of all activities is to raise the overall level of security, ensure full compliance with the law, suppress the grey economy, and protect the economic interests of the state. Coordinated action of inspection services at both national and local levels was agreed, with stationary operations and mobile teams overseeing tax, tourism, market, labour, and sanitary inspections, as well as inspections related to games of chance and food safety.

The Action Plan for the preparation and monitoring of the 2026 summer tourist season will be implemented in two phases: pre-season and peak season. Pre-season activities began on 21 March 2026, following the conclusion of the Winter Season Working Group’s mandate and the establishment of a Working Group for the preparation and monitoring of the summer tourist season. During this phase, mobile inspection teams will conduct controls during the Labour Day and Statehood Day holidays, as well as on working and non-working days in municipalities where a need is identified based on risk analysis.

During the peak tourist season, from 1 July to 15 September, joint inspections will be carried out continuously in five shifts. Inspectors will be stationed in seven municipalities: Ulcinj, Bar, Budva, Kotor, Herceg Novi, Žabljak, and Kolašin. Teams based in Kotor will also cover Tivat, while teams from Žabljak will conduct oversight in Pljevlja, Plužine, and Šavnik. Teams stationed in Kolašin will be responsible for Bijelo Polje, Berane, Rožaje, Plav, and Gusinje. This marks the first introduction of coordinated oversight in northern Montenegro, ensuring a uniform quality of supervision across all parts of the country.

In addition to the aforementioned services, teams will occasionally include inspectors for road transport, health, agriculture, construction, and phytosanitary inspections, as well as fisheries, veterinary, and maritime safety inspections. At the same time, officers of the Police Directorate will, within the framework of the “Summer” Operational Headquarters, undertake measures to maintain public order, regulate traffic, combat crime, and control state borders. International cooperation is also planned through the exchange of police officers from the region and joint patrols in high-traffic tourist areas.

A unified institutional response by the Coordination Body and the Police Directorate will ensure a safe and well-regulated environment for all tourists, sending a clear message of zero tolerance for the grey economy throughout the season.
