Council on Child Rights adopts set of measures for prevention and suppression of violence among children, adolescents and youth

The Council on Child Rights, at today's second session, chaired by Prime Minister Dritan Abazović‎‎, adopted ‎‎the set of measures for prevention and suppression of violence among children, adolescents and youth in 2023‎‎.‎

‎Although the state has taken important steps in improving its institutional, legislative and administrative capacities to ensure respect and protection of children's rights, the session pointed out that the Government recognises that there is still a need for an effective response to the challenges of violence against and among children, adolescents and young people.‎

‎Therefore, based on the received comments, suggestions and ideas, and conducted consultations with different parties, including our UNICEF partners, the following set of measures was adopted:‎

  • ‎Development and improvement of the strategic framework for the prevention and protection of children in cases of violence, financing and monitoring‎
  • ‎Increasing the availability of professional support within school ecosystems for prevention and suppression of violence‎
  • ‎Strengthening the social and child protection sector for effective coordination of protection of children from violence‎
  • ‎Improving the system of prevention and protection of children's health welfare, providing mental health support to children and youth and victims of violence‎
  • ‎Ensuring greater availability of child-friendly justice‎
  • ‎Improving social action for quality leisure time through creative, sports and scientific programmes for children and adolescents‎
  • ‎Improving the protection of children in digital media world‎
  • ‎Improving the activities of the police sector in order to prevent and suppress violence among and against children and youth.‎‎

‎The package of short-term measures does not replace or diminish the importance of creating long-term solutions, some of which are included in the proposed package of measures, but contributes to their continuous implementation. The document directly recognises those institutions that must intensify efforts within their competences, and identifies situations in which it is necessary to improve interdepartmental and cross-sectoral cooperation, in order to contribute to the creation of a sustainable system in which the needs of children are timely recognised and meaningfully addressed.‎

‎The Rules of Procedure of the Council‎‎ were adopted at the session.

‎Among other things, the Secretariat of the Council was tasked to continue intensive cooperation with interested non-governmental organisations and experts in the field of children's rights and protection of children's rights, as well to form a working group that would provide expert support to the work of the Council.‎
