Montenegro receives €46.1 million from the multiannual IPA programme for the period 2025–2027

Minister of European Affairs, Maida Gorčević, signed the Financial Agreement for Montenegro under the multiannual IPA program for 2025–2027, allocating €46.1 million to Montenegro for this period. The European Union contributes €45 million, while national co-financing amounts to €1.12 million.

Funds from this program will target key reform areas critical for progress in accession negotiations and accelerating Montenegro’s EU membership path – including the rule of law, public administration, education, economic governance, digitalization, and institutional capacity building.

Minister Gorčević expressed gratitude to the EU for its continuous support, emphasizing that timely preparation of project documentation by all institutions is essential for efficient, transparent, and timely implementation of IPA funds, benefiting citizens and advancing Montenegro’s EU accession goals.

The program also includes technical assistance for alignment with EU acquis, capacity building for local governments, enhanced EU fund management, and public awareness activities about the accession process. Special attention is given to gender equality, statistics, healthcare, the financial sector, SME development, and sustainable management of natural resources – all crucial for Montenegro’s socio-economic development.

Gorčević highlighted that the program confirms Montenegro’s full commitment to the European agenda and serves as a key EU instrument for accelerating reform activities. Its preparation and adoption marked the first joint programming of three programs within the IPA III framework, demonstrating high levels of alignment and cooperation with EU partners.

The agreement establishes the framework for using funds allocated under the EU Multiannual Action Plan for the Western Balkans, including the EU Instrument for European Integration (EUIF) and the EU Reform Support Instrument (EURF), continuing the EU’s strong support for Montenegro’s reform processes.

The Montenegrin government approved the financial agreement during its session yesterday, and with today’s signing, the funds are officially available for use.
