Within the DEV-CLEinMNE project, representatives of the Ministry of Education, Science and Innovation took part in a cluster meeting and an international conference held in Göttingen, Germany, from 4 to 5 November 2025. The event, organised by the German Coordination Point of the European Agenda for Adult Learning (EAAL) and the Agency for Adult and Continuing Education (AEWB), gathered key actors from across Europe working in the field of adult learning.

The programme included presentations on the activities of the German EAAL Coordination Point, discussions on European initiatives, and an in-depth introduction to the RIA-AE Network (Research-based Impact Analysis of Erasmus+ Adult Education Programmes), which focuses on analysing the effects, challenges and achievements of Erasmus+ in adult learning. Particular attention was given to barriers to adult participation, motivation challenges, and opportunities for greater inclusion in mobility programmes.

On 5 November, participants attended the conference “Designing Learning Spaces in Basic Education”, featuring expert presentations—including a keynote by Prof. Dr. Simone C. Ehmig (FU Berlin) on learning motivation and engagement of adults with basic educational needs. Workshops explored future-oriented learning space design, the shift from technology-driven digitalisation to human-centred learning, and the “Omnicrisis” concept as a framework for rethinking education in times of global complexity.

The visit strengthened cooperation with European institutions, facilitated peer learning, and contributed to shaping approaches that support innovation, quality and sustainability in adult education in Montenegro. This project is funded by the European Union.
