Dirk Brengelmann of NATO: Montenegro on right track to join alliance

Podgorica, Montenegro (22 March 2013) -- Montenegro is on the right track to join NATO, as it has been pursuing a policy of openness and has been presenting its achievements as well as the challenges in dealing with Euro-Atlantic agenda, Dirk Brengelmann, NATO Assistant Secretary General for Political Affairs and Security Policy, said at the meeting with Montenegrin Deputy Prime Minister and Justice Minister Duško Marković earlier today.

Mr Brengelmann was particularly intersected in the dynamics of Montenegro’s judicial constitutional reform, as it is crucial for, among other things, elimination of political influence over judiciary. DPM Marković said the constitutional amendments could be adopted by mid 2013, but that it requires the consensus of all parties in the Parliament, the ruling parties and the opposition. In that context, the two officials especially praised the close cooperation with the experts of the Venice Commission.

With regard to judicial reform, DPM Marković particularly stressed the judicial reform strategy for the period 2013 – 2018, which is to be drafted soon, and the plan for the rationalisation of court network.

It is important to develop track in combating corruption and organised crime, the two officials pointed out, adding that regional, police, prosecution and court cooperation play vital role in the process.

DPM Marković informed Mr Brengelman about a set of laws and actions aimed at improvig the system of execution of court decisions, which is particularly important in terms of security of citizens and their property, but also for building up a reputation of a country that is attractive for foreign investments. He also acquainted the NATO Assistant Secretary General with the fact that the institution of a court enforcement officer is to be introduced into Montenegro’s judicial system soon.
