NOTICE TO CITIZENS

Pursuant to Article 48, paragraph 1 of the Law on the Legalization of Illegal Buildings (“Official Gazette of Montenegro”, No. 091/25 of 06.08.2025), we remind owners of illegal buildings that they must, within six (6) months from the date of entry into force of the Law, initiate the procedure for registering the building in the Real Estate Cadastre.

Please note that, in accordance with the Law on the Legalization of Illegal Buildings, it is prohibited to register buildings that are not recorded on satellite and aerial-photogrammetric images dated July 2025, as well as to submit registration requests after the six months deadline. The Real Estate Administration shall handle these cases strictly in accordance with the Law.

We invite citizens to initiate the registration procedure for their buildings promptly in order to avoid legal consequences.

Required documentation:

1. Request for change(registration) in the Real Estate Cadastre

2. Geodetic survey report of completed works, prepared by a geodetic organization authorized for geodetic works performance (Register of geodetic organizations authorized for geodetic works performance is available on: https://www.gov.me/dokumenta/fe5164ed-0f10-4009-9fb8-674ba17b9635)

3. Builder’s statement, in the form of a notarial deed, confirming that the building was constructed contrary to legal regulations – Article 64a of the Law on State Survey and Real Estate Cadastre (“Official Gazette of RCG”, No. 029/07; “Official Gazette of Montenegro”, No. 073/10, 032/11, 040/11, 043/15, 037/17, 017/18, and 084/24)

4. Fees and charges in accordance with:
- Law on Administrative Fees (“Official Gazette of Montenegro”, No. 018/19)
   - Regulation on the amount of fees for the use of data from the state survey and real estate cadastre (“Official Gazette of Montenegro”, No. 026/12)
