The Chamber of Notaries of Montenegro organized a two-day seminar that was held on November 1 and 2, 2025. The seminar brought together a large number of notaries and experts in the field of law, spatial planning and taxes.

The topic of the first day of the seminar was "Application of the Law on the Legalization of Illegal Buildings". The director of the Real Estate Administration, Marko Bulatović MSc, the Head of the directorate for the second-degree administrative proceedings Uglješa Bakočević, Acting Director General of the Directorate for Housing Radmila Lainović and State Secretary in the Ministry of Spatial Planning, Urbanism and State Property Marina Izgarević Pavićević spoke about the mentioned topic.

The Director of the Real Estate Administration informed the attendees that changes to the Law on the State Survey and Real Estate Cadastre are ongoing, including the e-counter, i.e. a digital service through which notaries and later all citizens will be able to electronically submit requests and monitor the status of cases, and the bylaws precisely define the work of the Real Estate Administration and notaries. In order to simplify communication with citizens and other institutions, it is planned that tax payments will be made electronically through the eUprava Government portal.

"As part of the implementation of the Law on the Legalization of Illegally Built Buildings, the work of the regional units of the Real Estate Administration is organized so that citizens can contact, ask questions and receive all the necessary information. Our regional units will strive to resolve any possible disagreements about data in a timely manner, and to implement the legalization procedure as efficiently as possible." said Marko Bulatović, MSc.

During the second day of the seminar, the topic "News in the Law on Business Companies and the Law on Legalization of Business and Other Entities" was spoken by acting director of the Tax Administration Sava Laketić and deputy director of the Tax Administration of Montenegro Zdravko Gutović.

The seminar ended with the conclusion that continuous education of notaries and cooperation with state institutions is key to improving legal security and efficiency in Montenegro.
