Periša Kastratović

Periša Kastratović was born on May 28, 1979, in Belgrade.
He earned a degree in Political Science and International Relations from La Sapienza University in Rome and specialized in foreign policy at the University of Donja Gorica.
Kastratović began his diplomatic career at the Embassy of Montenegro in Italy. Upon returning to Montenegro, he started working with the Ministry of Foreign Affairs as Second Secretary, focusing on NATO and security policy. He also served in the Cabinet of the MFA’s State Secretary for Political Affairs, as well as in the Minister’s Cabinet.
He was later seconded to the Prime Minister’s Cabinet, working as associate to the Prime Minister’s advisor for international relations and Montenegro’s national NATO coordinator.
His career continued at the Embassy of Montenegro in the United Arab Emirates.
After that, he was appointed advisor to the President of the Parliament of Montenegro for international relations.
From 2019 to 2024, he served as Ambassador of Montenegro to Türkiye, while also acting as non-resident Ambassador to Azerbaijan and Iran.
In September 2024, he was appointed State Secretary of the Ministry of Foreign Affairs.
Throughout his career, Kastratović has represented Montenegro at numerous international forums, contributed significantly to the country’s Euro-Atlantic integration process, and strengthened its diplomatic presence abroad.
He completed the Advanced Security Studies Program at the College for International and Security Studies at the George C. Marshall European Center for Security Studies in Germany. He also received training at the Diplomatic Academy of Montenegro and the NATO School in Germany. Additionally, he participated in the International Visitor Leadership Program organized by the U.S. State Department, as well as many other programmes both domestically and abroad.
He is fluent in English and Italian.
