The 56th Cabinet session – 26 January 2022

The Montenegrin Cabinet, at its 56th session held on 26 January 2022, chaired by Prime Minister Zdravko Krivokapić, adopted the Medium Term Programme (MTP) 2022-2024 and the 2022 Work Programme. The medium term programme is a document that defines the priorities and goals of the Government to which attention and resources will be focused in the period 2022-2024. It provides a framework for planning sectoral policies, annual work programmes of the Government, but also medium-term and annual work programmes of ministries. The MTP provides measurable indicators on the basis of which success in achieving goals is measured and enables monitoring of results and effects at all times. Indicators in the MTP explain key changes in individual sectors. The document itself lists only the most important activities that will be implemented in 2022. All activities that will be implemented in 2023 and 2024 will be determined in detail in the annual work plans of the Government and the annual work plans of the ministries.

The Annual Work Programme is essentially an annual action plan for the implementation of the MTP. The two documents form a single planning document that must be harmonised. The Annual Work Programme contains more specific activities that need to be approved at the level of the Government in order to ensure the achievement of the set goals of the MTP. The Annual Work Programme defines strategies, programmes and other documents and acts that the Government should adopt in order to achieve the goals set in the MTP. In addition, the Annual Work Programme contains an overview of normative activities of the Government - laws and bylaws that the Government should adopt during the year and which must be harmoniSed with the obligations arising from strategic documents and the process of Montenegro's accession to the European Union.

The key areas covered by the MTP are:

1) Rule of law and equal opportunities

2) Healthy finances and economic development

3) Health and healthy environment

4) Education and knowledge-based society

5) Digital transformation

6) Montenegro - future member of the European Union.

Montenegro Economic Reform Programme 2022-2024 was adopted. The Economic Reform Programme (ERP) is the main document prepared by the candidate and potential candidate countries on the annual basis that serves as a background of their macroeconomic dialogue with the European Union.

The Cabinet adopted the Information on the loan of the company "Monte put" Podgorica with the Investment and Development Fund Podgorica, in the amount of 7,000,000.00 euros in order to provide funds to finance the purchase of equipment and machinery necessary for the maintenance of the Bar - Boljare motorway, section Smokovac - Mateševo.

The Cabinet adopted the Information on the Application of the ESA 2010 Methodology in the Public Finance Statistics of Montenegro. The European System of Accounts 2010 (ESA 2010) is the European version of the global methodological framework of the System of National Accounts (2008 SNA), and defines the concepts and accounting rules applicable to the calculation of national accounts data in order to achieve international comparability. Temporary closure of Chapter 18 - Statistics requires, inter alia, Montenegro to provide key data on public debt levels and deficits, calculated in accordance with ESA 2010 methodology. Pursuant to the current legal solutions and the Trilateral Agreement on Cooperation between the Statistical Office, the Ministry of Finance and Social Welfare and the Central Bank of Montenegro, activities on the introduction of this methodology are within the competence of the Ministry of Finance and Social Welfare. However, on the day of Montenegro's accession to the EU, these obligations must pass into the competence of the Statistical Office. On that occasion, the Cabinet, among other things, tasked the Ministry, in cooperation with the Statistical Office and the Central Bank of Montenegro, to prepare a Draft Law on Amendments to the Law on Official Statistics and the Official Statistics System of Montenegro, in order to create conditions for full implementation of ESA 2010 methodology in public finance statistics, in line with European best practice.

The Information on the results of Montenegro's presidency of the Central European Initiative in the period 1 January – 31 December 2021 was adopted. The Information states that Montenegro has achieved successful results during the second year of the CEI presidency. Particularly significant activities were achieved in terms of strengthening the CEI's cooperation with the UN and the EU, through the organisation of joint activities and achieving greater visibility of the parliamentary, economic and local aspects of work. Regional cooperation has been promoted in the fields of environmental protection, international scientific cooperation and networking. The final and most important event of the presidency, the Summit of the Heads of Government, was an opportunity for the region's leaders to reaffirm their readiness to work together in a spirit of solidarity and good neighbourliness to provide effective responses to the health and economic challenges of the pandemic.

The Cabinet adopted the Report on the Implementation of the Programme of Accession of Montenegro to the European Union 2021-2023, for 2021. The report points to the key results achieved during 2021 within the 33 chapters of the acquis communautaire, viewed through two aspects: the adoption of strategic documents that affect the implementation of obligations from negotiations with the EU (strategies, programmes and action plans), and the adoption of legal acts transposes the EU acquis into domestic legislation (laws and bylaws). In 2021, out of a total of 284 obligations, 159, i.e. 56%, were met. Out of 76 planned strategic documents, 45 or 59% were implemented. Also, out of 208 laws and bylaws, 114 or 55% were implemented. This Report represents an important starting point for considering the remaining obligations in the negotiation process, in order to better approach their implementation.

The Programme of Montenegro's Accession to the European Union 2022-2023 was adopted. The programme is the umbrella strategic document of the process of Montenegro's accession to the European Union, which defines the scope and dynamics of reforms needed to align with the acquis communautaire. At the same time, it is an instrument for monitoring reforms, by which the Government monitors the degree of harmonisation of national legislation with the EU acquis, development of the EU strategic framework through the adoption of appropriate strategies at the national level and assesses the need to strengthen administrative capacity. Also, the programme is an important auxiliary instrument for the programming of the Instrument for Pre-Accession Assistance - IPA III. The programme for the period 2022-2023 plans a total of 580 obligations, of which 103 obligations in the strategic and 477 in the legislative framework, i.e. 348 obligations in 2022 and 232 obligations in 2023.

The Cabinet adopted the Information on the construction of the first phase of the Port of Virpazar with accompanying facilities, which is being implemented within the INTERREG IPA cross-border cooperation project Albania, Montenegro, Italy Multimodal Transport Connectivity (ALMONIT MTC).
